Hamburg has the ambitious goal of being CO2 neutral by 2045. This ambitious project is anchored in the city's climate plan. In addition to clear reduction goals, this plan also includes various measures and strategies to effectively reduce carbon dioxide emissions.

The Hamburg Climate Plan is a central component of climate policy in Hamburg. It contains clear guidelines for climate protection: CO2 emissions should be reduced by 70% by 2030 and the city aims to be completely CO2-neutral by 2045. In addition, the climate plan defines concrete measures in the fight against climate change. The goals of the plan are also anchored in law - in the Hamburg Climate Protection Act.
Structure of the climate plan – sectors and measures
The climate plan sets clear reduction targets for various areas: industry, commercial and commercial services, private households and transport. In addition, CO2 savings through the switch to renewable energies (including the expansion of solar and wind energy systems) as well as so-called cross-sector measures are taken into account. These include, for example, education and information campaigns or sustainable urban development with a view to climate protection.
Financial support
The city supports small and medium-sized enterprises (SMEs) with 20% of eligible costs and large companies with 15%. This grant does not have to be repaid. Financial support for energy advice is also provided. Property owners must apply for funding from the Hamburg Investment and Development Bank (IFB) before the renovation begins.
